Understanding the comparison
The purchase price is a one-off, but the real cost of a solution runs over several years. You need to add management, consumption tracking and the reimbursement method. A charger costs €2,000 to €4,000 once, a connected cable €1,000 to €2,000, and software is paid as an annual subscription with no hardware. The right benchmark is the total cost per year.
There is no official flat rate per kWh in Luxembourg. For a company car, electricity is a running cost covered by the flat-rate benefit in kind (grand-ducal regulation of 23 December 2016), provided the real cost of the kWh actually charged is reimbursed. An unjustified flat rate, or an amount above the real cost, is treated as taxable salary. You therefore need to measure the vehicle's kWh and keep a record.
An installed connected charger generally costs €2,000 to €4,000 excluding VAT per charging point, hardware and installation included, depending on the power and the works. A connected cable with metering costs around €1,000 to €2,000. These amounts are benchmarks, to be confirmed by a quote.
Reimbursement is calculated on the kWh actually consumed by the vehicle, valued at the employee's electricity tariff, in Luxembourg or in their country of residence if they are a cross-border worker. A monthly record per vehicle documents the real cost. The measurement can come from a charger, a connected cable or software.
In practice, the employer. The electricity for the company car is part of its running costs, like fuel for a combustion car, and the car policy sets out how it is reimbursed. Reimbursed at measured real cost, it stays covered by the flat-rate benefit in kind; an unjustified flat rate becomes taxable salary.
No, it is not mandatory. A dedicated socket or an existing charger can be enough: for reimbursement, what matters is measuring the kWh linked to the vehicle. No legal obligation requires the employer to install a charger at the employee's home.
No Luxembourg text specifically addresses this case. In practice, if the charger remains the employer's property and serves the company car, it is treated as a tool linked to the car, with no separate benefit. If it becomes the employee's property, its value is a taxable benefit. Check with your fiduciary.
How do you reimburse home charging for a company car?
The employer reimburses the electricity the employee uses to charge the company car. Two approaches: a flat rate (fixed amount) or real cost (the kWh actually consumed, valued at the employee's electricity tariff). In Luxembourg, the measured real cost stays within the flat-rate benefit in kind of the car; an unjustified flat rate, or one above the real cost, is taxed as salary.
Method & sources
Hardware depreciated over 4 years. Hourly cost of one FTE = annual cost ÷ 1,590 hours worked. Price benchmarks: installer price surveys for chargers, manufacturers' public price lists for connected cables. Reimbursement framework: grand-ducal regulation of 23 December 2016. Figures are orders of magnitude, to be confirmed by a quote.
The three reimbursement methods compared
Home charging for a company car can be reimbursed in three ways, with very different levels of tax certainty and workload.
Method | Tax certainty | Hardware | Burden of proof |
|---|---|---|---|
Estimated monthly flat rate | Taxable salary if not justified | None | Low but fragile in an audit |
Actual electricity bills | Adequate but laborious | None | High, to rebuild every month |
Connected charger | Adequate | Charger to install and maintain | Automatic but costly |
Real-cost software (Voltaback) | Measured real cost, monthly record | None | Automatic, no hardware |
What the Luxembourg rules say in 2026
Reimbursing the real cost of the electricity charged into the company car stays covered by the flat-rate benefit in kind (0.5 % or 0.6 % of the list price per month for a fully electric car, 2 % for a combustion or hybrid car), provided it can be justified. A flat rate without supporting records, or above the real cost, is taxed as salary.
For a charger provided by the employer at the employee's home, there is no specific text: if it remains the employer's property, it follows the company car; if transferred to the employee, its value is taxable. The full framework is set out on our Luxembourg tax compliance page.
The safest and least burdensome solution remains real-cost measurement, vehicle by vehicle, with a record per vehicle generated automatically. Discuss your result with a Voltaback expert.
